Exile Parliament is part of the exhibition For Real! During the third and last session the topics as well as the negotiating structures of the City Parliament will be interpreted by the artists.

The Exile Parliament is made up of 63 artists and, in three sessions, is concerning itself with the topics on the agenda to be dealt with by the St. Gallen City Parliament simultaneously. It is based in an art institution in order to take up current social themes using various artistic working methods – without being subject to the restrictions on forms and ideas of projects in public space and of their sponsors. A radical approach to concrete political questions and the structures in which they are negotiated is called for. In the process the confines of one’s own practice and the routines connected to it should be exceeded. In the Exile Parliament the artistic decision-making process in relation to the items on the agenda will be revealed and negotiated. The exhibition space as a free social space should be used in a classical, traditional way. In reality this is no innovation but in times when artists become service providers for city marketing with projects in public space and playful marketable formal exercises are to be seen in exhibition space or the art history of Modernism is recycled in a conceptual manner this scenario certainly contains within it enough provocation.

1st Session (Clear Out Session)/23.11.2010

In preparation for their first session the members of the Exile Parliament receive the agenda by post before 9.11.2010 with the items to be dealt with by the St. Gallen City Parliament in its session of 23.11.2010, 4 to 7 p.m. and which the members also receive for preparation. However, the first session of the Exile Parliament is not taking place in the form of a regular parliamentary meeting. The artists are to deal with the batch of items individually in their studios in accordance with their working methods and send the finished documentation back to Kunst Halle Sankt Gallen by 23.11.2010, where it will be on view as individual positions during the exhibition «For Real!».

2nd Session (Budget 2011)/7.12.2010, 4 to 7 p.m.

In preparation for their second session the members of the Exile Parliament receive the agenda by post by 23.11.2010 with the items to be dealt with in the St. Gallen City Parliament in its session of 7.12.2010, 4 to 7 p.m.. The second session of the Exile Parliament is to take place at Kunst Halle Sankt Gallen in the regular form of a parliamentary meeting in which the topics as well as the negotiating structures of the City Parliament are to be precisely adopted. The transcript of the session will appear in the St. Galler Tagblatt on 9.12.2010.

3rd Session (Statutory Session)/18.1.2011, 4 to 7 p.m., subsequently: Presidential Inauguration

In preparation for their second session the members of the Exile Parliament receive the agenda by post by 4.1.2011 with the items to be dealt with in the St. Gallen City Parliament in its session of 18.1.2011 from 7 p.m.. The third session of the Exile Parliament will again take place at Kunst Halle Sankt Gallen in the form of a parliamentary meeting as interpreted by the artists in which the topics but not the negotiating structures of the City Parliament will be taken up. An insert on the session will appear in the St. Galler Tagblatt on 20.1.2011.
