II International Independent Art Festival. The Sea Level metaphor, which unites all seashore cultures, has become the key concept of the current St Petersburg festival. Such uniting is not accidental. Ancient civilizations, with their rich culture and art, existed exactly in dialogue with the sea.

The “Sea Level” metaphor, which unites all seashore cultures, has become the key concept of the current St Petersburg festival. Such uniting is not accidental. Ancient civilizations, with their rich culture and art, existed exactly in dialogue with the sea. Ebbs and flows determined the rhythm of the life of people; the people’s well-being depended on the sea. Only the middle – optimal – level of the sea guaranteed the uninterrupted development of culture and civilization. The ancient laws still stand in our times. Thereby, the level of a sea determines the level of happiness of people through all times.
In 1777 the starting point – tide-gauge – zero mark of the water level of the World Ocean was laid in the island of Kotlin in Kronstadt situated in the gulf by St Petersburg. The intersection of the magnetic lines suggested the place which probably unites the creative work of the builders of the Earth’s noosphere.
Water unites people throughout the world. «Its universality: its democratic equality and constancy to its nature in seeking its own level: its vastness in the ocean of Mercator's projection: its unplumbed profundity in the Sundam trench of the Pacific exceeding 8,000 fathoms: the restlessness of its waves and surface particles visiting in turn all points of its seaboard: the independence of its units: the variability of states of sea: its hydrostatic quiescence in calm: its hydrokinetic turgidity in neap and spring tides: its subsidence after devastation: its sterility in the circumpolar icecaps, arctic and antarctic: its climatic and commercial significance: its preponderance of 3 to 1 over the dry land of the globe: its indisputable hegemony extending in square leagues over all the region below the subequatorial tropic of Capricorn: the multisecular stability of its primeval basin: its luteofulvous bed: Its capacity to dissolve and hold in solution all soluble substances including billions of tons of the most precious metals» James Joyce. «Ulysses».
The Art-Center “Pushkinskaya-10” and The Museum of Nonconformist Art present the concept of the Festival’s organization in St. Petersburg coordinates. As all seas are integral parts of the World Ocean, at the Festival there will be oceanic countries too. Russian contemporary art will be represented in artworks by participants from such country's seaside territories as the White Sea (Arkhangelsk), the Caspian Sea (Makhachkala), the Baltic Sea (Kaliningrad) and the Sea of Japan (Vladivostok). The artworks by foreign participants will represent contemporary art of following regions: the Black and the Mediterranean Seas (Ukraine, France, Greece, Italy, Israel, Spain); the Pacific Ocean (Japan, the USA), the Baltic and the North Seas (Iceland, Great Britain, Finland, Norway, Estonia, Lithuania, Latvia, Poland, Denmark, the Netherlands, Germany, Sweden).
The Art-center ''Pushkinskaya-10'' is a cultural project of the S «FC». It exists since 1989, developing the concept of Parallelosphere as space of independent culture. The Art-center ''Pushkinskaya-10'' positions itself as a collective work of art – Parallelosphere which is self-reproduced and spontaneous kinetic object of contemporary culture.
The S «FC» is the creative union of professional figures of the contemporary art and culture of Russia and abroad. It has been registered in Petersburg since 1991. The S «FC» is a public non-governmental non-commercial organization, uniting professional independent figures of the contemporary art of St.-Petersburg, and of cities of Russia and other countries. The priority activity of the S «FC» is to create conditions for high-grade creative activity of persons in contemporary art and culture, and to organize their contact with civil society. The cultural figures working in the Art-center ''Pushkinskaya-10'' continue the traditions of ''non-official'' art of the Soviet period which is a link between the Russian avant-garde of the beginning of the XX-th century and contemporary art of the XXI-st century.
2 museums, 5 galleries, 2 musical clubs and more than 30 personal art and musical studios work successfully on the Art-center ''Pushkinskaya-10'' territory. The Art-center ''Pushkinskaya-10'' is a member of two international organizations: «Trans Europe Halles» and «Res Artis». Over the past 20 years, works by master native independent artists as well as numerous international projects have been exhibited and open for broad public view in the Art-center, “Pushkinskaya-10”. Moreover, thanks to the efforts of the Art-centre, a number of cultural programs have been held in the USA as well as in various European countries.
