A one day film location shoot using cctv cameras

CCCTV and Media Art Projects have been working with the Samuda Estate on London's Isle of Dogs, planning a location film-shoot with a difference. All filming will be done using the estate's extensive array of CCTV cameras. For one day only, 12 October, residents and visitors will have the chance to act up for the cameras, giving their full, written consent and planning their performance with sets, costumes and props.

"You Have Been Watched?" is a pun on the titles at the end of 70's sitcoms and aims to question the "realities" we are presented with on the television screen, at the same time as drawing attention to the presence of cameras in public space.

Most reality tv shows set up situations that will produce entertainment but these scenarios are devised without any real dialogue with the people who then inhabit them. "You Have Been Watched?" encourages people to create their own scenarios for the security cameras which are the real life counterpart of the camera set ups used on the shows. Our scenarios have been informed by public access television, ealing comedies, and the workshops we have done with people on the estate.
Scenes will include an anti media demonstration (with placards written by participants), chase sequence, a transgender talk show, and a public beheading.

"People have made lots of connections between anachronistic rituals of public exposure and humiliation, such as use of the stocks and even public execution, with the methods of todays media, and also with the ways that surveillance are used. We are looking to investigate the issues of privacy, "public" safety and media representation that are becoming increasingly interlinked with the normalisation of cctv surveillance" says Lisa Haskel, Media Art Projects coordinator.

Sue Benjamins, Tower Hamlets' Director of Housing, said: "The role of CCTV cameras on the borough's estates is to deter criminals and anti-social behaviour, but I welcome this innovative project. The film will bring together the local community by involving many of the estate's residents and I hope that people from across the Samuda Estate take part."

The film will be premiered in club 55, Samuda Estate's newly refurbished estate community facility, on 23 November, with supporting entertainment from cabaret Artistes Arch, the Spacehijackers and a talk by Gus on privacy issues relating to mobile phones.
"You Have Been Watched" is a Media Art Projects collaboration supported by London Arts, and is kindly supported by Samuda Estate Local Management Organisation (SELMO).

Notes:

Graham Bell is a performance artist whose work often involves critiques of the media and its popular forms. He has worked on various public access video projects including : Jackie Derrida's 24 hour movie at the Transmission Gallery, Glasgow( June 1996) OTV a public access tv show based in a cafe on Castle Douglas high street ( Douglas centre,22feb-5mar98), RELEASE a project at the US festival ( Orchardton House 24-26 Aug2001) where members of the public were invited to sign release forms and join the cast of a movie shoot.
