12 year old Chang-ho lives in a small Chinese town along the frozen river that borders North Korea. Despite the constant presence of poverty and hardship, the town people remain sympathetic toward Korean refugees fleeing famine and misery. Chang-ho finds friendship with one young border crosser, but soon finds himself in a quandary over his loyalties...
