Competition Programm for Film, Video, New Media (CD-ROM, Internet), Audience Award Quick Time movies; Forum "Quick Times" with Symposium, Presentations and Film-/Videoretrospective; Medialounge, Installations, art'n'biz, Critic's Choice, Videogallery and other Projects.

20th VIPER - The International Festival for Film Video and New Media takes place October 25 - 29, 2000 in Basel. Deadline for entries: June 15, 2000

REGULATIONS

1. VIPER presents and discusses the development and especially the new tendencies of international innovative, experimental and artistic media production.

2. The form and content of the Festival is determined by the organizers of VIPER.

3. The Festival takes place in Basel from October 25 - 29, 2000

4. Applications can be accepted for artworks in all categories and length. There is no legal right for participation, Selection and coordination of artworks is within the duties of the festival director or people appointed by the festival director. Applications are free of charge. Deadline for applications is June 15, 2000.

5. During the festival the following awards are given:
a) International Award for film and video (award sum CHF 10'000)
b) International Award for CD-ROM/Internet related to the topic of the VIPER-Forum Quick-Times (award sum CHF 10'000.--)
c) Swiss Award Media Art (film/video or CD-ROM/Internet) (award sum CHF 10'000)
d)Swiss Award for Newcomers (film/video and CD-ROM/Internet) (paid in material)
e) Audience Award for QuickTime movies (paid in material)
An independent Jury, three people appointed by the festival director, will give away awards. The awards go to the authors/directors of the work. 10 % of the award sum is designated for distribution.

5.1 For the International Program works can be entered in the formats: 8, 16 and 35 mm (projections with separate sound are not possible) as well as video works in S-VHS, VHS and BetaCam, DVC, DVD, CD-ROM and Internet.

5.2. For the program Swiss Media Art on Display work can be entered in the formats: S-VHS and BetaCam, DVC, DVD, CD-ROM and Internet from writers /producers with a Swiss address or Swiss origin.

5.3. All film and video productions must have been completed after January 1st 1999. All application forms have to be in Basel at the latest by June 15, 2000.

5.4 With no further note from the applicant all productions (film and video) will automatically be part of the project "Videogallery". The festival provides a well organized and supervised videolibrary to watch movies taped on video and videos. Selection of content of the "Videogallery" is within the duties of the festival organizers. Following VIPER 2000 "Videogallery" will travel to partner festivals. Details will be given on request.

6.1. Film copies in 16 and 35 mm are insured during the festival for their copy value. Damages must be declared within 10 days after reaching the sender. Transport is made at the risk of the sender.

6.2. The applicant declares that he/she has all legal rights for his/her works and agrees that the festival has the right to use parts of the work (films/videos/DVC/DVD/CD-ROM up to 3 minutes) for press reporting and festival promotion, including internet (real-audio/ real-video).

6.3. The applicant agrees that his/her work shown during the festival will be recorded in VHS for the VIPER-archive (objections can be filed), exclusively for research purposes.

7. The cost for sending and returning of preview material is paid by the applicant (wrongly declared parcels will not be accepted). Parcels from abroad have to be declared as "Artwork - only for cultural use - no commercial value". It is recommended to have filled in papers for reimportation before sending the copies to Switzerland.

8. If there is no return postage of CHF 20 (crossed cheque or cash, in Switzerland CHF 10) attached to the application, the preview material will remain in the VIPER-archive.

9. Screening copies (film, video, CD-ROM) have to be in Basel at the latest October 13th, 2000.

10. Changes of regulation and additional agreements will only be effective in writing.
